Cesar Cruz joined SPURS from his role as a researcher and advisor at the Fresh Water and Sanitation Committee in the Mexico House of Representatives, specializing in the environment, urban water, infrastructure projects, and energy. He previously worked as director of the National Forest Management System at the Ministry of Environment and Natural Resources. He has a bachelor's degree in international relations and an MSc in innovation and quality engineering from Universidad Iberoamericana.
