Public Policy for Net-Zero Housing and Increased Housing Affordability

To address the climate crisis and to improve public health, states need to strengthen energy codes and rapidly move to net-zero requirements for new buildings and for renovations and retrofits. Building sector decarbonization also must take into account affordability and the impact on energy costs and access to housing for low and moderate-income households and use all tools available, including land use reform, to simultaneously reduce carbon emissions and increase affordability.
